I don't understand those sorts of tax penalties


The gov't doesn't factor in refund payments during the year. We get it all at once. So if you have to pay taxes in April, you should get 3 weeks or whatever to do it all at once without penalty. I guess it smooths out gov't income, but penalties for that?
